Rwanda Unveils Ambitious National Fintech Strategy to Lead Africa’s Digital Revolution
Rwanda’s National Fintech Strategy aims to boost financial inclusion, attract $200M investment, achieve 300 fintechs, and rank among the global top 30 by 2029.
Hon . Paula Ingabire, Minister of ICT & Innovation, Rwanda has announced the launch of their National Fintech Strategy.
This strategy represents not just a policy document, but our country’s commitment to positioning Rwanda as a leading fintech hub in Africa. From just 3 registered fintech companies in 2014, we now host over 75 active fintech players, serving more than 3 million users across the country.

She mentioned that this growth has contributed to the financial inclusion rate rising from 93% in 2020 to 96% today.
Our target is ambitious but achievable: By 2029, we aim to have 300 fintech players, 7,500 direct jobs in the fintech sector, $200m total investment in Rwandan-based FinTechs, and an 80% FinTech adoption rate, ranking in the top 30 on the global FinTech ranking (Findexable) and best in Africa.
