Togo’s Regulatory Authority Cuts Wholesale Telecom Prices by 60%
Togo’s Regulatory Authority sets 2025 wholesale price ceilings, reducing dark fiber costs by 60%, promoting broadband expansion and competition.

In accordance with its prerogatives, the Regulatory Authority adopted decision no. 003/ARCEP/DG/25 of January 16, 2025, setting the price ceilings for wholesale offers for the 2025 financial year. As a reminder, wholesale offers are services provided by an electronic communications network operator to another network operator or service provider.
This decision follows the conclusions of the audit of the costs of the operators TOGOCOM and MOOV AFRICA TOGO. It specifies the ceiling rates applicable to services linked mainly to access to national and international transmission infrastructures .
The supervision carried out by the Regulatory Authority results in a significant reduction in wholesale prices, in particular the monthly rental ceiling price for dark optical fiber which goes from 75 CFA francs to 30 CFA francs per linear meter, a reduction of 60%.
Indeed, affordable and fair-priced access by all operators and Internet access providers to national and international transmission infrastructure has become crucial to accelerate the deployment of fixed and mobile broadband in the interior localities of the country and ensure better availability of fixed and mobile services. In addition, this will promote the effectiveness of competition and consequently lead to lower prices on the retail market.
This decision of the Regulatory Authority, combined with Order No. 007/MENTD/CAB of August 12, 2022 relating to the sharing of passive infrastructures of electronic communications network operators and operators of alternative infrastructures, therefore strengthens the conditions for achieving the objective of an open and competitive market and guaranteeing transparency on the wholesale market within the framework of the government’s projects and reforms, in particular the high-speed connectivity project.
The Regulatory Authority calls on the operators concerned to immediately and scrupulously comply with this decision while urging all fixed and mobile operators present on the market to work to accelerate the coverage of broadband services.
