ARTP Reinforces Subscriber Identification Rules for Senegal’s Telecom Operators
ARTP mandates strict compliance with Senegal's subscriber identification laws, ensuring telecom operators adhere to legal protocols for enhanced security and transparency.

The Telecommunications and Postal Regulation Authority (ARTP) reminds the public and all stakeholders that subscriber identification during the subscription to electronic communication services (mobile, fixed, Internet) from operators such as SONATEL (ORANGE), SAGA AFRICA HOLDINGS LIMITED (YAS), EXPRESSO, CSU (HAYO), and SIRIUS TELECOMS (PROMOBILE) is a legal and regulatory requirement.
According to Article 36 of Law No. 2018-28 of December 12, 2018, on the Electronic Communications Code: “Operators must identify all users of their electronic communication services at the time of subscription and retain data that allows their identification.”
Despite the clarity of this regulation, ARTP has observed through verification missions conducted in Dakar and other parts of Senegal that this identification process is not being respected by distributors or at the operators’ sales points during the subscription of SIM cards by customers.
In light of this observation, ARTP calls on operators—SONATEL (ORANGE), SAGA AFRICA HOLDINGS LIMITED (YAS), EXPRESSO, CSU (HAYO), and SIRIUS TELECOMS (PROMOBILE)—and the public to strictly adhere to the subscriber identification procedure. Operators and their commercial partners are required to comply with the following conditions:
- For Individuals:
- The physical presence of customers during subscription or the submission of a notarized power of attorney for absent subscribers.
- A limit of three (03) SIM cards per subscriber per mobile operator.
- Presentation of a valid National Identity Card (CNI) or passport for nationals and ECOWAS citizens.
- Presentation of a passport for non-ECOWAS foreigners.
- For Legal Entities and Other Organizations:
- Presentation of a commercial registry and NINEA number for businesses.
- Presentation of a private law contract for embassies and other accredited international organizations.
