Togo Prepares Next Digital Strategy with Support from World Bank’s IDA

The MENTD intends to use part of the amount of this funding to make payments under the contract for the recruitment of a consultant to update the Togo Digital Strategy.

The Government of the Republic of Togo, represented by the Ministry of Digital Economy and Digital Transformation (MENTD ), has received funding from the International Development Association (IDA) for the implementation of the Togo Digital Acceleration Project (PANT) and intends to use part of the amount of this funding to make payments under the contract for the recruitment of a consultant to update the Togo Digital Strategy .

Togo’s decision to update its national digital strategy underlines a clear ambition: to solidify its position as a regional hub for digital transformation. With support from the International Development Association, the government is taking a structured and forward-looking approach—anchoring future plans in both emerging technologies and local priorities.

This next chapter, covering the period 2025–2030, presents a timely opportunity to assess the progress of the Togo Digital 2025 strategy and align future ambitions with the realities of a rapidly evolving digital landscape. The Ministry of Digital Economy and Digital Transformation is setting a tone of accountability and innovation, placing strong emphasis on digital inclusion, market-aligned programs, and sustainable growth.

As the country looks to redefine its digital path, this strategic review offers a chance to not only attract new investment and partnerships, but also to position Togo as a benchmark for agile and inclusive digital policymaking in West Africa. The call for experienced consultants is a critical first step—and a signal to the global digital ecosystem that Togo is ready to accelerate.

The services expected of the consultant include the following specific non-exhaustive tasks relating to the definition of a new Togo Digital Strategy for the period 2025-2030 taking into account new technological opportunities and national priorities, in order to position Togo as a regional leader in digital transformation, while promoting digital inclusion, innovation, and sustainable economic growth.

Specifically, it will be a question of:

  • To take stock of the implementation of the Togo Digital 2025 strategy;
  • Define a new strategy taking into account national priorities;
  • Define priority programs and projects aligned with market needs ;
  • Propose an operational action plan with a budget.

The MENTD invites eligible consultants to express their interest in carrying out the missions indicated above. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the Services.
