Zambia Advances Public Sector Digitisation with SMART Office System Rollout

The system, developed in-house by SMART Zambia, is designed to digitize the management of official records and streamline administrative processes.

In a major step toward government digital transformation, the e-Government Division (SMART Zambia Institute)  has begun demonstrating its new SMART Office Management System at the Ministry of Health Headquarters.

The system, developed in-house by SMART Zambia, is designed to digitize the management of official records and streamline administrative processes. Once fully implemented, it will enable the Ministry of Health to operate an electronic registry (e-registry) from the provincial level down to district offices—eliminating dependence on manual, paper-based systems.

Highlighting the broader digital agenda, Mr. Gilcent Mwanakwampwe, Service Support Officer at SMART Zambia, said the system forms part of a larger plan to roll out e-governance tools across multiple public institutions. Targeted next are the Public Service Management Division (PSMD) , Ministries of Finance  and Education , the National Archives,  and various commissions.

Luapula Province has been selected as the pilot site, thanks to its existing Government Wide Area Network (GWAN) infrastructure, which supports connectivity for real-time digital services.

Speaking at the demonstration, Mr. Goodson Kamanga, Assistant Director for Administration at the Ministry of Health, hailed the initiative as transformative. He noted that digitising registry operations would significantly improve efficiency, reduce administrative errors, and support better data management in one of the ministry’s most document-intensive departments.

The SMART Office Management System is expected to drive several key outcomes: enhanced service delivery, greater transparency, and significant cost reductions. Government estimates suggest potential savings of up to K400 million in stationery and printing expenses alone. Moreover, digitisation will help resolve long-standing issues such as lost files and record misclassification.

  • Operational Efficiency: Faster data retrieval, sharing, and storage across departments
  • Transparency and Accountability: Improved traceability and secure record-keeping
  • Cost Efficiency: Reduced reliance on physical resources and paper-based operations

As Zambia accelerates its national digital transformation strategy, initiatives like the SMART Office System highlight how technology can modernize public institutions, enhance service quality, and build a more responsive and efficient government.
