Moroccan Regulator Greenlights Infrastructure Partnership Between Maroc Telecom and Inwi
This move follows a formal notification submitted by both companies on May 20, 2025, in accordance with Moroccan competition and telecommunications laws.
Morocco’s National Telecommunications Regulatory Agency (ANRT ) has issued a decision approving the creation of two new joint ventures by leading Moroccan telecom companies, Itissalat Al-Maghrib (Maroc Telecom ) and Wana Corporate (Inwi ). This move follows a formal notification submitted by both companies on May 20, 2025, in accordance with Moroccan competition and telecommunications laws.
The two joint ventures are:
- FiberCo: This entity will focus on deploying new passive fiber optic (FTTH – Fiber-To-The-Home) network infrastructures to customers across Morocco. IAM and WANA will capitalize this venture with 3 billion Moroccan Dirhams (DH) in stages.
- TowerCo: This company will be responsible for deploying new telecom towers and sites to host mobile radio equipment, offering passive access to these infrastructures for other telecommunications operators. This venture will be capitalized with 1.4 billion DH in stages.
Both FiberCo and TowerCo are designed to operate as autonomous economic entities with their own resources, decision-making independence, and strict functional separation from their parent companies. They will not serve retail customers directly, focusing solely on wholesale services. A key commitment by the parent companies and the joint ventures is to ensure objective, proportionate, and non-discriminatory access to these new infrastructures for all telecommunications operators, including competitors like Médi Telecom (MDT), which submitted observations during the review process.
The ANRT’s decision highlights the existing robust regulatory framework in Morocco, including Law No. 24-96, which mandates infrastructure sharing and aims to ensure fair competition. The agency emphasized that these new entities will be subject to all applicable regulations, including transparent pricing and operational modalities for sharing, as overseen by the ANRT. The creation of these joint ventures is expected to foster a more competitive environment in wholesale markets, particularly for FTTH, and contribute significantly to Morocco’s digital transformation and socio-economic development.
