Niger Signs MoUs for National e-ID and Biometric Passport Infrastructure

In a move to modernize its national identification infrastructure, the Government of Niger has signed two memoranda of understanding (MoUs) with Libyan technology company Al Itissan Al-Jadeed.
The agreements were officially signed in Niamey on Friday, June 27, by Major General Mohamed Toumba, Minister of State, Minister of the Interior, Public Security, and Territorial Administration, and Wissal Samtali, Director of Al Itissan Al-Jadeed.
The first memorandum outlines a public-private partnership for the financing, construction, and maintenance of a biometric passport issuance system. The system will produce polycarbonate e-passports embedded with electronic chips and include electronic archiving of citizen files—a significant step toward digitizing Niger’s civil registry and border security mechanisms.
The second memorandum focuses on the issuance of a new national identity card for Nigerien citizens. The ID system is expected to integrate biometric and digital technologies to enhance identification accuracy, promote security, and streamline access to public services.
