NCC Opens Licensing for International A2P Messaging Aggregator Services in Nigeria

This new licence provides a structured and transparent framework for managing international messaging flows through NCC-authorised platforms, ensuring better service standards and accountability in the growing messaging ecosystem.

The Nigerian Communications Commission (NCC ) has officially launched a new licensing framework for International Application-to-Person (A2P) Messaging Aggregator Services, aimed at strengthening regulatory oversight, service security, and quality in the delivery of international A2P messaging traffic into Nigeria.

The initiative is in line with the Nigerian Communications Act 2003, the Licensing Regulations 2019, and other supporting legislation that empower the Commission to ensure a competitive, secure, and efficient telecom environment.

This new licence provides a structured and transparent framework for managing international messaging flows through NCC-authorised platforms, ensuring better service standards and accountability in the growing messaging ecosystem.

Key highlights of the licensing process include:

  • Mobile Network Operators (MNOs) are not eligible to apply.

  • One competent technical partner is allowed per applicant, where applicable.

  • Interested applicants must submit completed application forms and all supporting documents within seven (7) days of the publication date.

  • A 5% non-refundable administrative charge applies at the point of application.

  • Application forms and full guidelines, including the A2P Framework and fee structure, are available on the NCC website.

This move reinforces the NCC’s commitment to enhancing service integrity and regulatory clarity across Nigeria’s telecommunications landscape.
