Benin Signs Landmark Agreements to Expand Trust Services and Accelerate Digital Transformation
These agreements are part of the dynamic driven by the Beninese government to make digital technology a lever for inclusive development, competitiveness and influence on a regional and international scale.
On the sidelines of the 5th edition of the Cyber Africa Forum (CAF) held in Cotonou on June 24 and 25, 2025, Benin’s Information Systems and Digital Agency (ASIN) signed several partnership agreements with major digital players, thus strengthening collaboration between the public and private sectors to consolidate Benin’s digital ecosystem.
These agreements are part of the dynamic driven by the Beninese government to make digital technology a lever for inclusive development, competitiveness and influence on a regional and international scale. They aim to strengthen the country’s technological capabilities, foster digital inclusion, and encourage the widespread adoption of e-trust services. In other words, it is the appropriate framework to stimulate innovation, promote digital transformation and pool resources and expertise.
Among the partnerships signed is the one with the Institute for Inclusive Digital Africa (IIDiA), an international organization of reference in support of digital public policies. This partnership will allow ASIN to increase its impact and expand its reach through high-level expertise and a network of influence to accelerate the modernization of information systems, while positioning Benin as a committed player in building a sovereign and inclusive digital Africa.
Another structuring agreement has been signed with QUALITY CORPORATE SARL, aimed at consolidating the role of the ASIN as a National Root Certification Authority. This value-creating collaboration will make it possible to expand the offer of electronic trust services (electronic signature, digital identity, electronic seal, etc.), while guaranteeing their compliance with international cybersecurity and digital governance standards. Certification-leading training, sectoral pilot projects and awareness-raising actions are also at the heart of this cooperation.
Finally, ASIN has formalized a Memorandum of Understanding with ORBUS DIGITAL SERVICES, concerning its integration into Benin’s National Public Key Infrastructure (PKI). This agreement aims to develop solutions for the digitalization of administrative services, the sharing of technical expertise, the conduct of training initiatives and the active promotion of trust services within the public and private sectors. It illustrates the common desire to demonstrate, through concrete use cases, the transformative impact of digital technology on key sectors such as health, justice, education and finance.
For the Director General of ASIN, these partnerships reflect a clear ambition: to make Benin a regional leader in the adoption of digital services, while ensuring the security, interoperability and sustainability of critical infrastructure.
