Somalia and UNDP Sign MoU to Advance National Digital Transformation Agenda
This partnership marks a concrete step forward in Somalia’s digital journey and is part of the Ministry’s broader efforts to establish a citizen-centric, transparent, and technology-driven public administration.

The Ministry of Communications and Technology of the Federal Republic of Somalia, led by H.E. Minister Mohamed Aadan Moalim (Somali), and the United Nations Development Programme (UNDP) have today officially signed a Memorandum of Understanding (MoU) to advance Somalia’s national digital transformation agenda.
The signing ceremony, held at the Ministry’s headquarters in Mogadishu, was attended by senior officials from both sides, including Mr. Lionel Laurens, UNDP Resident Representative for Somalia, the Director General of the Ministry, and Directors of key technical departments.
Mr. Laurens reiterated UNDP’s steadfast commitment to supporting Somalia’s Federal Government and emphasized the Ministry’s leadership role in driving the country’s digital transformation.

He noted that the MoU lays the foundation for advancing digital governance, fostering innovation, building human capital, and expanding Somalia’s digital public infrastructure.
In his remarks, H.E. Minister Mohamed Aadan Moalim described the agreement as a pivotal milestone that reflects the shared ambition of both parties to foster a connected, innovative, and digitally capable Somalia.

The Minister extended his appreciation to UNDP and the Office of the UN Resident Coordinator for their ongoing support to Somalia’s public sector reform and modernization efforts.

The MoU outlines priority areas of collaboration, including the development of e-Government services for public enterprises, institutional capacity building, digital skills development, and inclusive service delivery in line with the National Digital Inclusion Policy.
