WIOCC and TMCEL Sign Strategic Deal to Boost Connectivity Across Mozambique and Southern Africa

The agreement marks a major milestone in transforming Mozambique’s digital infrastructure, advancing nationwide connectivity and digital inclusion.

WIOCC , Africa’s leading digital infrastructure provider, has signed a landmark Framework Agreement (FWA) with TMCEL , Mozambique’s national telecommunications operator, to deliver enhanced high-capacity connectivity solutions across Mozambique and the Southern African region.

The agreement marks a major milestone in transforming Mozambique’s digital infrastructure, advancing nationwide connectivity and digital inclusion. Aligned with the National Broadband Strategy, it supports the goal of universal, affordable and high-quality access. The signing ceremony took place on Wednesday, 23 July 2025, at TMCEL’s headquarters in Maputo.

The agreement combines TMCEL’s national infrastructure and service expertise with WIOCC’s regional and international connectivity capabilities, including strategic capacity delivered via the 2Africa  East subsea cable and terrestrial routes into South Africa. Together, the partners will enhance Mozambique’s digital backbone, strengthening both subsea and terrestrial infrastructure to improve network resilience, expand access and support secure, high-quality connectivity. This collaboration reinforces Mozambique’s position as a regional digital gateway and a critical hub for data traffic in Southern and Eastern Africa.

Through this partnership, WIOCC will be better positioned to unlock the full potential of its investments in Mozambique, enabling the efficient delivery of digital services to clients locally and across the broader region – including Swaziland, Zimbabwe, Zambia, Malawi, Tanzania and South Africa.
