Zambia ICT Regulator Raises Alarm Over Online Obscene Material

This alarming trend constitutes a misuse of Information and Communication Technologies (ICTs) and poses a direct threat to Zambia's national values and principles.

The Zambia Information and Communications Technology Authority (ZICTA)  has observed with serious concern the growing circulation of videos and other materials containing obscene content on social media platforms. This alarming trend constitutes a misuse of Information and Communication Technologies (ICTs) and poses a direct threat to Zambia’s national values and principles.

ZICTA reminds members of the public that the use of a computer or computer system to publish or transmit electronic data that is obscene, vulgar, lewd, lascivious or indecent with intent to humiliate, harass or cause substantial emotional distress to another person; or to repeatedly send such data with similar intent to the detriment of another person’s emotional wellbeing, self esteem, or reputation is a criminal offence under the Cyber Crimes Act No. 4 of 2025.

A person found guilty of this offence is liable, on conviction, to a fine not exceeding two hundred thousand penalty units or to imprisonment for a term not exceeding two years, or to both.

ZICTA therefore, urges all citizens to exercise responsible behaviour online and refrain from publishing or transmitting electronic data that is obscene, vulgar, lewd, lascivious or indecent. In addition to complying with the law, this is vital for preserving the moral integrity of our communities and protecting especially vulnerable groups, including children and youths, from harmful online abuse.

The Authority remains committed to working with other Government agencies, law enforcement agencies, and all stakeholders to promote responsible use of ICTs, enforce the relevant legal provisions, and safeguard citizens from online abuse.
