Ghana’s Ministry of Digital Technology Inaugurates Tender Committee for Tech Procurement
This committee's primary role is to oversee all procurement activities within the Ministry and ensure strict compliance with the Public Procurement Act, 2003 (Act 663), as amended.
The Ministry of Communication, Digital Technology and Innovation has officially inaugurated a 10-member Entity Tender Committee. This committee’s primary role is to oversee all procurement activities within the Ministry and ensure strict compliance with the Public Procurement Act, 2003 (Act 663), as amended. The inauguration ceremony was held today at the Ministry’s conference room.
Chaired by the Sector Minister, Hon. Samuel Nartey George (MP), the committee is tasked with upholding core principles of transparency, fairness, and accountability in every procurement process. A key objective is also to protect public funds through effective oversight. The swearing-in, which included both the Official and Secrecy Oaths, was administered by Mrs. Marina Appiah Opare, Chief State Attorney from the Office of the Attorney-General and Ministry of Justice.
The newly constituted committee comprises a diverse group of members, including high-ranking officials from within the Ministry and representatives from external professional bodies. Members include Mr. Alexander Yaw Arphul (Chief Director), Mr. Joseph Tetteh (Director of Human Resource), Mr. Alfred Nortey (Director-General of Administration), Mrs. Sylvia Amoro (Director of Finance), and Mr. Austin Hesse (Director for Policy, Planning, Budget, Monitoring & Evaluation). External expertise is provided by Mrs. Agatha Oppong from the Chartered Institute of Purchasing & Supply, Mrs. Stella Ohene-Appiah from the Office of the Attorney-General and Ministry of Justice, and Mr. Augustine Addo from the Institute of Chartered Accountants. Mrs. Nora Akonnor, the Head of Procurement, serves as the committee’s Secretary.
Under the provisions of the Public Procurement Act, the Entity Tender Committee has a clear mandate. This includes reviewing and approving annual procurement plans, along with their quarterly updates, to ensure alignment with the Ministry’s objectives and operational needs. The committee is also responsible for confirming the acceptable range of costs for procurement items, ensuring consistency with the Ministry’s approved budget. Furthermore, it will facilitate contract administration, monitor compliance with all procurement reporting requirements, and assist the Head of the Entity in ensuring the proper disposal of stores, vehicles, and equipment in accordance with legal stipulations. The formation of this committee underscores the Ministry’s ongoing dedication to strengthening institutional governance, adhering to best practices in procurement, and reinforcing public confidence in the management of public resources.
