Senegal Launches SOURCE Digital Platform to Streamline PPP Contracts

The platform is expected to enhance transparency, compliance, and operational efficiency in the preparation, evaluation, and signing of PPP agreements.

The Ministry of Economy, Planning and Cooperation of Senegal has officially launched SOURCE Senegal, a new digital platform aimed at modernizing and accelerating the management of Public-Private Partnership (PPP) contracts. The initiative was unveiled by Minister Abdourahmane Sarr during a formal event on Tuesday, August 5, 2025.

SOURCE Senegal enables contracting authorities to manage the entire PPP contract submission and approval process digitally. The platform is expected to enhance transparency, compliance, and operational efficiency in the preparation, evaluation, and signing of PPP agreements.

Minister Sarr emphasized that the digitalization of public administration is a key pillar of Senegal’s national transformation agenda. The new platform supports this vision by offering a streamlined process for PPP development that reduces administrative delays and costs, while adhering to international standards and Senegal’s legal framework—specifically Act No. 2021-23 of March 2, 2021, which governs PPP contracts.

The platform aims to ensure nationwide accessibility, allowing for the wide dissemination of project opportunities and fostering competitive participation. Sarr urged all ministries, public agencies, and national corporations to adopt and integrate the platform into their operational procedures.

He highlighted that the success of the initiative relies on the active engagement of all stakeholders and acknowledged the support of development partners including GIZ, the African Development Bank Group (AfDB), and the SIF Foundation, all of whom played a role in supporting the launch of SOURCE Senegal.

The launch of SOURCE Senegal is a significant step forward in strengthening good governance, attracting private investment, and accelerating infrastructure development through modern digital tools.
