MACRA Prepares Regulatory Sandbox to Drive Malawi’s Digital Innovation

The sandbox will target emerging technologies such as the Internet of Things (IoT), big data analytics, artificial intelligence (AI), and Over-the-Top (OTT) services.

Malawi’s tech sector is set for a boost as the Malawi Communications Regulatory Authority (MACRA ) prepares to roll out a Regulatory Sandbox — a controlled testing ground where innovators can trial cutting-edge technologies under regulatory oversight. The initiative aims to fast-track digital solutions from concept to market while ensuring consumer protection and regulatory compliance.

The sandbox will target emerging technologies such as the Internet of Things (IoT), big data analytics, artificial intelligence (AI), and Over-the-Top (OTT) services. By allowing safe, time-bound experimentation, MACRA hopes to reduce the long delays associated with traditional regulatory processes, giving Malawi’s innovators a faster route to deployment.

Speaking during the sandbox framework design workshop, Wezi Salima, Muuni Fund Team Lead, said the model would create a dynamic and evidence-based regulatory environment.

“This process helps shape the future of the information and communications sector by encouraging innovation and providing stability. This, in turn, will create more chances for open collaboration, foster innovation, drive economic growth, and improve citizens’ lives.”

Businesses whose products or services do not fit neatly into existing regulatory frameworks will be able to apply for participation by demonstrating their innovations, identifying barriers, and proposing safe testing approaches with strong consumer protections.

With this initiative, MACRA joins a growing number of African regulators adapting to a fast-changing ICT landscape — positioning Malawi as a more agile and innovation-friendly digital economy.
