Ghana Unveils Strategy to Position Itself as Continental Tech Leader
A top priority for the next parliamentary session is the presentation of an Innovations and Start-up Bill, which will provide legal and financial incentives for tech-focused enterprises.
Ghana is actively pursuing its goal of becoming Africa’s leading digital trade hub, as announced by Deputy Minister of Communication, Digital Technology and Innovations, Hon. Mohammed Adam Sukparu. Speaking at the opening of the 2025 National ICT Week Celebration, he emphasized the country’s strategic advantages, including its youth population and fast-growing tech ecosystem, as key drivers for this ambition. The event, organized by the National Information Technology Agency (NITA), gathered innovators, policymakers, and industry partners under the theme, “Ghana as Africa’s Digital Trade Hub – Innovation, Policy and Partnerships for the Future.”
The government is committed to creating a knowledge-driven economy through various initiatives, including the One Million Coders Programme and the Ghana Tech Lab. To further this vision, Hon. Sukparu announced upcoming legislative changes. A top priority for the next parliamentary session is the presentation of an Innovations and Start-up Bill, which will provide legal and financial incentives for tech-focused enterprises. Additionally, amendments to NITA’s legislation are planned to grant the agency the status of an independent digital regulator.
A core component of Ghana’s strategy is building “digital trust,” which the Deputy Minister described as the new currency of digital trade. To achieve this, NITA will collaborate with the National Communications Authority, Cyber Security Authority, and Data Protection Commission to establish a comprehensive national digital trust framework. This will ensure secure and reliable digital interactions for businesses and consumers alike.
The Deputy Minister also underscored the importance of international partnerships. He cited a recent Memorandum of Understanding with the United Arab Emirates to establish a Ghana-UAE Innovation Hub, a significant step toward strengthening global collaboration in the tech sector. Looking ahead, the Ministry plans to focus on modernizing its regulatory framework, expanding digital infrastructure, promoting universal access, attracting investment in emerging technologies, and deepening regional integration through the African Continental Free Trade Area (AfCFTA). Hon. Sukparu concluded by calling on all stakeholders to collectively invest and innovate to build a trusted digital ecosystem for the entire African continent.
