ICASA Approval Clears Canal+ Takeover of Orbicom, MultiChoice’s Key Signal Distributor

The Independent Communications Authority of South Africa (ICASA ) has approved the transfer of control of Orbicom Proprietary Limited’s electronic communications and radio frequency spectrum licences to Groupe Canal + SAS. The licences involved include the Individual Electronic Communications Service (I-ECS), the Individual Electronic Communications Network Service (I-ECNS), and the Radio Frequency Spectrum (RFS) licences. This decision was formalised in a Government Gazette  notice published on 18 September 2025.

Orbicom , a key player in South Africa’s broadcasting landscape, serves as MultiChoice’s  primary signal distributor, managing the transmission of satellite television services across the country. The ICASA approval marks an essential regulatory milestone in Canal+’s broader plan to acquire Orbicom, consolidating its presence in the South African pay-TV and broadcasting sector.

The transfer of these licences carries significant implications for the local media and telecommunications industry. With control shifting to Canal+, the company will be able to integrate Orbicom’s distribution capabilities with its existing services, potentially enhancing operational efficiency and service offerings.

From a regulatory perspective, ICASA’s decision underscores the authority’s role in overseeing critical communications infrastructure, ensuring that licence transfers do not negatively impact competition or consumer interests. By approving the transaction, ICASA enables Canal+ to proceed with its strategic expansion while maintaining compliance with South Africa’s Electronic Communications Act.

For MultiChoice, the sale of Orbicom represents a significant shift in its operations, potentially allowing it to focus more on content creation and subscriber services rather than signal distribution.
