Burkina Faso Adopts Harmonized Framework to Strengthen Digital Governance
This development forms part of Burkina Faso’s broader agenda to advance its digital transformation, streamline governance processes, and enhance efficiency in public administration.
The Ministry of Digital Transition, Posts and Electronic Communications (MTDPCE) has officially validated the Manual of Procedures for the Management of Information Systems, marking a key milestone in strengthening digital governance in Burkina Faso. The validation workshop was held on September 23, 2025, in Ouagadougou under the chairmanship of the Ministry’s Secretary General, Dr. Borlli Michel Some, representing Minister Aminata Zerbo/Sabane. It brought together representatives of ministerial departments, public institutions, and various actors from the country’s digital sector.
The new manual is intended to serve as a harmonized reference framework for public structures, providing a standardized approach to managing information systems. Officials emphasized that the document addresses a regulatory requirement dating back more than two decades, which obliges every public service to have such a manual. Its adoption is expected to close a long-standing gap, provide directors of information systems with a practical teaching tool, and clarify the responsibilities of all actors involved.
The Secretary General highlighted that the initiative is not merely procedural but a critical step toward building a modern, resilient, and efficient public administration capable of responding to today’s challenges. He called on stakeholders to apply rigor and transparency to ensure the manual becomes a benchmark for excellence in the service of the public interest.
Following its adoption at the workshop, the manual will now undergo formal approval through a joint decree signed by the Minister of Digital Transition and the Minister of Public Service. Once fully endorsed, it will be distributed across all relevant institutions, accompanied by a monitoring mechanism to ensure effective implementation.
