Pan African Postal Union Signs Landmark MoUs to Drive Africa’s Postal Digital Transformation

The collaborations will focus on establishing a Pan-African Postal Digital Framework to advance secure communication and e-government services.

The Pan African Postal Union (PAPU)  has signed landmark Memoranda of Understanding (MoUs) with three strategic partners to accelerate Africa’s postal digital and financial transformation. The agreements were finalized on September 18, 2025, on the sidelines of the 28th Universal Postal Congress held in Dubai. The partnerships include Post Connect, part of Egypt Post Group, which brings expertise in digital trust services and legally recognized electronic registered mail; Beyon Connect  of Bahrain’s Beyon Group, which offers GovTech advisory, secure digital identity, and digital mailbox solutions; and BIBIMONEY Ltd  of Mauritius, a fintech company deploying AI-driven interoperable mobile wallet and remittance platforms.

The collaborations will focus on establishing a Pan-African Postal Digital Framework to advance secure communication and e-government services. They will also enable cross-border remittances, e-commerce, and trade in line with the African Continental Free Trade Area (AfCFTA) Protocol on Digital Payment and Trade. In addition, the MoUs commit to delivering capacity building and technical support for postal operators, regulators, and ministries, ensuring affordable, accessible, and secure digital and financial services for citizens and small businesses across the continent.

Speaking at the signing, Dr. Sifundo Chief Moyo, Secretary General of PAPU, described the agreements as “a pivotal step towards building a Pan-African Postal Digital Framework that empowers postal operators as critical enablers of digital inclusion.” He emphasized that by facilitating cross-border payment systems under AfCFTA, PAPU is helping ensure services remain “accessible, affordable, and secure, laying the foundation for inclusive socioeconomic development across Africa.”

The partner CEOs also welcomed the agreements. Hatem El-Soly, CEO of Post Connect, said the goal was to extend Egypt’s successful digital trust model to the continent, empowering postal operators with modern, compliant digital services. Christopher Hild, CEO of Beyon Connect, highlighted the importance of scalable, inclusive solutions to put African postal operators at the center of the digital economy. Meanwhile, Shiraz Jessa, CEO of BIBIMONEY Ltd, stated that interoperable and affordable digital payment solutions would make cross-border remittances a driver of inclusive growth, trade, and digital empowerment.

With these partnerships, PAPU has reaffirmed its role as a catalyst for digital transformation and financial inclusion in Africa, positioning postal operators as essential enablers of trusted e-government services, e-commerce growth, and AfCFTA-driven trade integration.
