Ivory Coast Launches Interoperability Platform to Modernize Public Administration

The initiative forms part of the National Digital Development Strategy and aligns with the government’s ambition to achieve a “Zero Paper” administration by 2030.

Ivory Coast has officially launched its Public Administration Interoperability Platform, marking a major step in the country’s digital transformation agenda. The platform was unveiled on Thursday, September 25, 2025, during a ceremony held at the Postel Building 2001 Auditorium, presided over by the Minister of Digital Transition and Digitalization, Kalil Konaté. The event brought together government officials, technical partners, and media representatives.

The initiative forms part of the National Digital Development Strategy and aligns with the government’s ambition to achieve a “Zero Paper” administration by 2030. By enabling interoperability between government information systems, the platform is expected to streamline processes, eliminate bureaucratic silos, and accelerate the digitization of public services.

The system is based on the UXP solution developed by Cybernetica, inspired by Estonia’s X-Road platform, which has become a global benchmark for digital governance. The open-source nature of the solution ensures adaptability to Ivory Coast’s needs while reducing long-term costs associated with proprietary licensing.

As part of the rollout, twelve pilot institutions will integrate the platform in its first phase. These include the General Directorate of Taxes, the National Office of Civil Status, the National Social Security Fund, and the Abidjan Trade Court.

Authorities stressed the importance of adoption by Directors of Information Systems across ministries and public institutions to guarantee the platform’s success. The project is being implemented by the National Agency for Digital Development (SNDI) with technical support from Cybernetica.

According to the Ministry, the launch underscores the government’s commitment to modernizing governance and making digital transformation a driver of efficiency, inclusion, and economic development as part of the Côte d’Ivoire 2030 Strategic Plan.
