Cameroon’s Telecommunications Regulator Evaluates Network Quality and Operator Performance
This inspection is a continuation of the strategic consultation held on September 16 at the Platinum Building in Yaoundé, at the end of which these operators had provided explanations relating to the continuous deterioration of the quality of their networks, while unveiling the measures taken for a rapid and sustainable improvement of the situation.

As part of the implementation of his strategy to monitor the investments made by telecom operators, the Director General of the Telecommunications Regulatory Agency (ART) is in Douala this Friday, October 3, 2025, to conduct an in-depth evaluation of the commitments made by operators to improve the quality of their networks.
As he will meet successively with the CEO of MTN CM, Wanda Matandela, and the CEO of Orange CM, Patrick Benon, the objective of the CEO of ART, Prof. Philémon Zoo Zame, is clear: to establish a shared diagnosis of the real scope of the investments announced and to measure the concrete impact on quality of service (QoS) and quality of experience (QoE).
This trip is part of a demanding regulatory dynamic, based on transparency, accountability and alignment with the growing expectations of Cameroonian subscribers.
This inspection is based on an evaluation grid structured in four points:
- The level of implementation of investments and their operational translation on the ground, particularly in terms of coverage, speed and reliability of the network.
- The unit costs of the infrastructures and the technical updates carried out, in order to assess the relevance of the technological choices and their economic efficiency.
- Detailed breakdown of expenses, including equipment, customs fees and subcontracting services, to ensure rigorous traceability of financial flows.
- Consistency between financial commitments and observed results, with particular emphasis on any discrepancies and justifications provided by operators.

Beyond pure inspection, the regulator thus reaffirms its desire to consolidate its role as a sectoral policeman, while promoting a constructive dialogue with all stakeholders. The ART intends to establish a culture of performance and shared responsibility.
In the event of delays or proven shortcomings, corrective measures may be required without delay, in order to guarantee telecom users a service that complies with international standards.
