Republic of Congo’s ARPCE Advances Technical and Regulatory Expertise in Satellite Communications

The Postal and Electronic Communications Regulatory Agency (ARPCE) has reinforced its commitment to strengthening the regulation of the electronic communications sector through continued capacity building. From September 22 to 24, 2025, ARPCE’s Electronic Communications Networks and Services Directorate (DRSCE) conducted a strategic mission in France focused on telecommunications satellites.
The delegation, led by the Director of Electronic Communications Networks and Services and supported by the Head of the Operators and Service Providers Department, participated in specialized training facilitated by an international expert from COGICOM. The program focused on enhancing technical and regulatory knowledge related to next-generation Low Earth Orbit (LEO) satellites and broadband internet expansion.
Training sessions covered key topics such as satellite constellation operations, transmission security, spectrum management, and adapting regulatory frameworks to keep pace with rapid technological changes in the sector.
As part of the mission, the ARPCE team visited the Rambouillet teleport in Yvelines, a cutting-edge facility for satellite communications management. The visit provided hands-on insight into advanced infrastructure supporting the secure and efficient transmission and reception of satellite signals.
The mission also included strategic discussions with representatives of Eutelsat, a technology partner of OneWeb, focusing on regulatory approaches for LEO and High Altitude Platform System (HAPS) satellite services. Key areas addressed included improving public access to digital networks, ensuring transmission security, and updating regulatory frameworks to align with emerging technologies.
