World Bank-Backed $200M Digital Project Spurs Telecom Tender in Mozambique

The project is designed to boost digital adoption, inclusion, and infrastructure to accelerate the country’s digital transformation.

The Government of Mozambique, through the Ministry of Transport and Logistics (MTL), is advancing its Digital Acceleration of Mozambique Project (PADIM), a six-year initiative launched in November 2022 with World Bank support and a total budget of US$200 million. The project is designed to boost digital adoption, inclusion, and infrastructure to accelerate the country’s digital transformation.

As part of the program, the Ministry has announced a tender for the supply and maintenance of a system to conduct quality assessment tests for telecommunications services. Eligible companies are invited to submit proposals, with further details and tender documents available from the MTL’s Project Implementation Unit.

Bidders must provide a Provisional Guarantee of MZN 415,800.00, valid for 120 days. Proposals must remain valid for 90 days and should be delivered by 10:30 a.m. on June 10, 2025, after which they will be opened in a public session on the same day.

The tender will be conducted under the Regulation on Acquisitions for Borrowers of Investment Project Financing Operations (November 2020, revised September 2023) and, secondarily, Mozambique’s national regulations on public works and service procurement (Decree No. 79/2022 of December 30).
