Egypt Signs MoU with HP to Advance Digital Education in WE Applied Technology Schools

The two-year MoU aims to train teachers and school leaders in WE Applied Technology Schools on cutting-edge digital education and innovation practices through the HP IDEA program.

Egypt has taken a significant step towards enhancing digital education nationwide as the Ministry of Communications and Information Technology (MCIT ) and HP  Egypt LLC signed a Memorandum of Understanding (MoU) to implement the HP Innovation and Digital Education Academy (HP IDEA) across WE Applied Technology Schools in all governorates.

The MoU was signed in the presence of Dr Amr Talaat, Minister of Communications and Information Technology, and Mr. Mohamed Abdel-Latif, Minister of Education and Technical Education. The agreement was formalized by Eng. Ghada Labib, MCIT Deputy Minister for Institutional Development, and Mr. Petro Oganesian, General Manager of HP Inc. for the Middle East and East Africa, with attendance from Eng. Tamer El-Mahdy, CEO of Telecom Egypt, and Dr. Hoda Baraka, Advisor to the MCIT Minister for Technology Skills Development.

 

A Two-Year Partnership to Transform Education

The two-year MoU aims to train teachers and school leaders in WE Applied Technology Schools on cutting-edge digital education and innovation practices through the HP IDEA program. The program will provide access to modern educational tools and methodologies based on design thinking and learning for understanding, as well as offering participants international certification as HP IDEA Fellows or Associates.

Quarterly review meetings will be held between MCIT, HP, and Telecom Egypt to assess progress and produce impact evaluation reports.

Government Vision for Tech-Driven Learning

Minister Amr Talaat emphasized that implementing HP IDEA reflects the government’s commitment to strengthening public-private partnerships to improve digital education quality and prepare schools for digital transformation.

He highlighted that WE Applied Technology Schools have grown from a single pilot school to 27 schools nationwide, and announced a second phase of expansion next year, particularly in densely populated governorates. Talaat underscored that these schools are becoming a national model for technology-based education, integrating AI, design thinking, and innovation into teaching and learning.

Education Reform and Future-Ready Skills

Minister Mohamed Abdel-Latif welcomed the partnership as part of a broader strategy to modernize Egypt’s education system, noting that WE Applied Technology Schools have already demonstrated strong graduate performance in the labor market.

He revealed that the ministry is introducing hybrid learning models combining in-person and online instruction, with first-year secondary students already studying programming and AI through Japan’s “Cireo” platform. Abdel-Latif stressed the importance of programming as a foundation for understanding AI and preparing students for future jobs.

HP’s Global Contribution to Digital Learning

HP’s regional GM Petro Oganesian expressed pride in contributing to Egypt’s digital transformation journey. He noted that HP IDEA, launched five years ago, aims to empower 150 million people worldwide by 2030, with education innovation as a key pathway. The program is grounded in frameworks from Harvard University, including Teaching for Understanding and High-Impact Instructional Practices, and aligns with the UN Sustainable Development Goal 4 (Quality Education) as well as OECD educational objectives. It also incorporates ethical AI in line with UNESCO guidelines.

A National Model for Public-Private Partnership

This collaboration marks a milestone in Egypt’s efforts to position itself as a regional leader in digital education and innovation, bridging the gap between classroom learning and labor-market needs. It brings together HP’s global expertise with Egypt’s national priorities, supporting the government’s vision for a digitally skilled generation through sustainable, technology-driven education.

WE Applied Technology Schools, operated by Telecom Egypt in cooperation with MCIT and the Ministry of Education, are Egypt’s first smart schools dedicated to ICT, serving as a bridge between academic education and real-world industry demands.
