NCC Calls for Stakeholder Participation in Internet and Licensing Regulation Reviews
This initiative underscores the NCC’s commitment to stakeholder engagement and participatory regulation, ensuring that industry operators and the general public have a voice in shaping policies that impact Nigeria’s communications ecosystem.
The Nigerian Communications Commission (NCC) , in line with its mandate under the Nigerian Communications Act, 2003, has announced the commencement of public inquiries on three key draft subsidiary legislations. Following the conclusion of its 2025 Consultation Process on subsidiary legislations, the Commission has published the drafts on its official website — for stakeholders’ review and comments.
The draft documents include the Internet Code of Practice (as amended), Regulation on Licensing (as amended), and Enforcement Process Regulations (as amended). These documents are aimed at strengthening the regulatory framework of the Nigerian telecommunications sector and ensuring greater accountability, transparency, and efficiency in service delivery.
In accordance with Section 57 of the Nigerian Communications Act, the Commission will conduct Public Inquiries on the aforementioned draft regulations to engage stakeholders and gather public input.
The inquiries have been scheduled as follows:
- Internet Code of Practice (as amended): Tuesday, November 11, 2025, at 11:00 a.m.
- Regulation on Licensing (as amended): Wednesday, November 12, 2025, at 11:00 a.m.
- Enforcement Process Regulations (as amended): Wednesday, November 12, 2025, at 11:00 a.m.
According to the notice signed by Nnenna Ukoha, Head of the Public Affairs Department, NCC, the inquiries will be conducted virtually, and participation links will be made available on the Commission’s website on Friday, November 7, 2025. Stakeholders are invited to make written submissions on the subject and participate in the sessions.
All submissions must reach the Commission on or before Friday, October 31, 2025, and should be addressed to Dr. Aminu Maida, the Executive Vice Chairman of the Nigerian Communications Commission, at the Commission’s headquarters — Plot 423, Aguiyi Ironsi Street, Maitama, Abuja. Soft copies of submissions may also be sent via email to stakeholders@ncc.gov.ng.
