NCA and ARCEP Chad Deepen Regional Cooperation in Telecommunications Regulation

The visit was to enable the ARCEP team to familiarise itself with the operations of the NCA’s Common Platform and explore areas of learning that could be adapted to enhance their regulatory work in Chad.

The National Communications Authority (NCA)  on 10th October, 2025, hosted a delegation from the Autorité de Régulation des Communications Électroniques et de la Poste (ARCEP),  the telecommunications regulator of Chad. The visit was to enable the ARCEP team to familiarise itself with the operations of the NCA’s Common Platform and explore areas of learning that could be adapted to enhance their regulatory work in Chad.

Speaking on behalf of the NCA, the Acting Head of the Regulatory Administration Division, Mr. Kofi Ntim Yeboah-Kordieh, noted that it was a pleasure for the Authority to host the ARCEP delegation. He indicated that such knowledge-sharing exercises were immensely helpful in shaping the work of regulators across the sub-region and that the NCA and, by extension, Ghana is pleased to welcome teams from different parts of the continent as a way of contributing to the development of the communications ecosystem in the region.

Mr. Yeboah-Kordieh further explained that the Common Platform at the NCA serves a four-fold purpose: traffic monitoring, revenue assurance monitoring, fraud management, and mobile money monitoring. “This entire system is, more or less, to assure Government of its revenue,” he added.

Mrs. Ophelia Ama Adjei, Assistant Manager (Regulatory Administration) at the NCA and a member of the Economic Regulations Unit, briefed the visiting team on the various legal frameworks that underpin the operations of the Common Platform. She also highlighted its benefits, operational models, and associated challenges.

Expressing his delegation’s gratitude to the NCA for accommodating their visit on short notice, Mr. Mahamat Saleh Yacoub, Telecoms Engineer and Head of the Interconnection and Roaming Department at ARCEP, said his team looked forward to continued engagement and knowledge exchange with the NCA. “We are here to see how your Common Platform operates, so it can serve as a point of reference for our regulatory work back home in Chad,” he added.

The visit concluded with a detailed tour of the Common Platform facility, where the ARCEP delegation observed first-hand how the system operates in real time. During the tour, officials from the NCA provided practical demonstrations on how data is monitored, analysed, and reported through the platform to ensure transparency, accountability, and efficiency in regulatory oversight. The visiting team showed keen interest in the various monitoring tools and processes, engaging in discussions on how similar frameworks could be adapted to strengthen regulatory practices in Chad.
