Zimbabwe’s ICT Ministry Sets Course for Next Phase of Digital Transformation

The workshop is expected to yield key deliverables, including the reviewed 2025 Strategic Plan, the 2026 Ministry Strategic Performance Plan, and new performance contracts for senior Ministry officials.

The Ministry of Information Communication Technology, Postal and Courier Services  has officially opened its 2025 Strategic Plan Review Workshop in Kariba, a five-day program aimed at evaluating the Ministry’s performance under the current 2021–2025 Strategic Plan and developing a comprehensive roadmap for the 2026–2030 planning cycle. The event, held at the Caribbea Bay Hotel, marks a significant milestone in shaping Zimbabwe’s long-term digital transformation and innovation agenda.

In her opening remarks, Minister of ICT, Postal and Courier Services, Hon. Dr. Tatenda A. Mavetera, highlighted the crucial role of strategic planning in aligning the Ministry’s objectives with both national and global development frameworks. She emphasized the importance of forward-thinking and collaboration in designing actionable strategies that will guide the Ministry into its next phase of digital growth and service delivery.

The workshop is being facilitated by experts from the Public Service Academy, including Mr. S. Musvibe and Ms. Primrose Gumbo, and has attracted participation from key State-Owned Enterprises (SOEs) such as POTRAZ, alongside representatives from other ministries, departments, and agencies. These stakeholders are contributing sectoral insights and collaborative priorities to strengthen the Ministry’s new strategic direction.

The Permanent Secretary of the Ministry, Dr. Beuallah Chirume, urged participants to work collectively to ensure that the forthcoming Strategic Plan not only aligns with but also advances the goals of Zimbabwe’s National Development Strategy 2 (NDS2). She stressed the need for innovation and measurable outcomes that reflect the evolving digital landscape.

Representing the Minister of State for Provincial Affairs and Devolution for Mashonaland West, Mr. Mahanzu welcomed the Ministry’s presence in the province, noting it as a clear demonstration of government’s commitment to inclusive development through ICT infrastructure and capacity-building initiatives.

The workshop is expected to yield key deliverables, including the reviewed 2025 Strategic Plan, the 2026 Ministry Strategic Performance Plan, and new performance contracts for senior Ministry officials. These outcomes will serve as guiding instruments to enhance efficiency, accountability, and impact as Zimbabwe continues its journey toward a digitally empowered and inclusive economy.
