ARPCE Convenes Meeting with MTN and Airtel on SIM Registration Compliance

The discussions centered on the outcomes of the mission and the corrective measures required to improve the efficiency, reliability, and compliance of the subscriber identification system nationwide.

On October 21, 2025, the General Manager of the Regulatory Agency for Post and Electronic Communications (ARPCE), Louis-Marc Sakala, presided over a meeting to present the results of the national subscriber identification mission. The session took place in the ground-floor meeting room of ARPCE’s headquarters and was attended by representatives of the country’s two major mobile network operators, MTN Congo and Airtel Congo.

During the meeting, the Director of Networks and Electronic Communications Services (DRSCE), Benjamin Mouandza, presented the detailed findings of the investigation carried out from July 25 to August 29, 2025, across 18 localities throughout the Republic of Congo. The discussions centered on the outcomes of the mission and the corrective measures required to improve the efficiency, reliability, and compliance of the subscriber identification system nationwide.

The field investigation forms part of ARPCE’s continuous monitoring and evaluation of the National Subscriber Identification System, which remains a crucial component of electronic communications regulation in the country. The mission revealed areas where SIM card registration processes were not fully compliant, highlighting the need for stronger oversight and more effective implementation by operators.

In response, the Director General emphasized the critical importance of subscriber identification in safeguarding digital security and maintaining trust within the telecommunications sector. He issued a two-month deadline for operators to strengthen their compliance processes and ensure that all SIM card transactions are accurately recorded.

This meeting reaffirmed ARPCE’s commitment to promoting transparency, accountability, and the protection of users across Congo’s telecommunications ecosystem. Through strengthened regulatory enforcement and collaboration with network operators, ARPCE continues to uphold its mission of ensuring a secure and reliable communications environment nationwide.
