Mozambique Launches National Telecommunications Platform for Disaster Alerts

Mozambique has introduced a new telecommunications platform designed to alert the population during natural disasters and other emergencies. The initiative, known as “Big Data in Telecommunications,” aims to reduce the impact of extreme events and enhance the protection of human lives through faster, more effective communication.
Launched on October 27, 2025, the platform enables the transmission of geo-located alert messages via SMS and Interactive Voice Response (IVR) calls, providing real-time guidance to communities during emergencies. It transforms communication technology into a powerful tool for alerting, prevention, and response.
The system’s implementation is a collaborative effort involving multiple institutions, including the Communications Regulatory Authority (INCM), the National Institute for Disaster Risk Reduction and Management (INGD), the National Emergency Operational Center (CENOE), the National Institute of Meteorology (INAM), the Ministries of Health, Defense, and the Interior, as well as Regional Water Administrations and mobile network operators.
Each participating entity contributes specific capabilities for mass messaging and network interoperability, ensuring full national coverage. This collective coordination strengthens Mozambique’s capacity to respond to emergencies and conduct timely rescues.
According to INCM Chairperson Helena Fernandes, the project represents a historic milestone for Mozambique’s communications sector. The initiative demonstrates how technology can serve the public good by safeguarding communities and promoting inclusion.
Mozambique faces frequent and severe natural phenomena, such as tropical cyclones, floods, droughts, and epidemics, which have disproportionately affected vulnerable populations. INGD President Luísa Celma Meque highlighted that the country’s high exposure to natural hazards makes it essential to have diversified and reliable communication mechanisms capable of saving lives.
The system allows alerts and voice calls to be sent in local languages, improving accessibility and ensuring that only residents in affected areas receive notifications. INCM’s Director of Telecommunications Services, Salomão David, explained that the authority manages the platform, while operators provide the channels for sending alerts created by institutions such as INGD, CENOE, INAM, and the Ministries involved.
Citizens can receive notifications as long as they have an active SIM card and are located within a risk zone. As mobile coverage expands to currently underserved regions, the system will integrate seamlessly to ensure nationwide access and responsiveness.
The Big Data in Telecommunications platform marks a significant step toward leveraging digital innovation for public safety, positioning Mozambique as a model for how technology and communication can work together to protect lives and build disaster resilience.
