Mauritius Ranks First in Africa for Digital Fraud Resilience in 2025 Global Index

Mauritius’ strong showing demonstrates that effective governance, clear regulatory frameworks, and targeted digital investments can significantly strengthen national fraud resilience.

Mauritius has been ranked as Africa’s most fraud-resilient country in the 2025 Global Fraud Index released by Sumsub, underscoring the island nation’s growing strength in combating digital crime and building a secure online environment. The report placed Mauritius 22nd globally with a fraud-risk score of 1.8, the best performance across the continent and well below the global average of 2.79.

The country’s leadership in digital fraud resilience is attributed to its strong institutional frameworks, relatively low levels of fraud activity, and sustained government efforts to enforce compliance within its financial and digital ecosystems. The index highlights that Mauritius maintains one of the world’s lowest fraud prevalence rates at 0.27, combined with sound economic health and effective institutional responses.

However, the report also points to weaknesses in resource accessibility, where Mauritius scored 1.56, suggesting that access to anti-fraud tools and infrastructure remains limited. Despite this, its overall performance positions it far ahead of most African peers and demonstrates the impact of consistent policy coordination and regulatory oversight.

Across the continent, the findings show that Africa remains the most exposed region to digital fraud globally, recording an average score of 3.84. This figure reveals the persistent challenges African countries face in terms of institutional capacity, data protection, and digital literacy. While Botswana and Morocco followed Mauritius in the African ranking, several other countries—including Nigeria, Tanzania, Uganda, and Ethiopia—ranked among the lowest globally in fraud resilience.

The Global Fraud Index assessed 112 countries based on four key pillars: fraudulent activity, resource accessibility, government intervention, and economic health. The results underline the importance of sustained investment in digital infrastructure, fraud detection technology, and coordinated public-private efforts to reduce vulnerabilities in online financial systems.
