MoCTI Trains 100+ ICT Professionals to Strengthen Sierra Leone’s Digital Governance

The training was supported by the World Bank through the Sierra Leone Digital Transformation Project (SLDTP), a five-year national project that aims to expand broadband access, increase digital skills, and strengthen government capacity to deliver public services digitally.

The Ministry of Communication, Technology and Innovation (MoCTI)  has trained over one hundred ICT professionals from Ministries, Departments, and Agencies (MDAs) in Enterprise Architecture and Digital Service Standards, helping government officers build the skills needed to create a more connected and citizen-focused digital system.

The training was supported by the World Bank through the Sierra Leone Digital Transformation Project (SLDTP), a five-year national project that aims to expand broadband access, increase digital skills, and strengthen government capacity to deliver public services digitally. Implemented by the ministry, the project serves as one of the key pillars of Sierra Leone’s digital reform agenda, driving the development of a modern, inclusive, and technology-enabled public sector.

The two-week training equipped the officers with practical knowledge and tools to design and manage government digital systems that are secure, efficient, and easy for citizens to use. It is part of MoCTI’s broader work to strengthen digital skills across governments, ensuring that technology supports faster, more transparent, and citizen-friendly service delivery.

Through interactive sessions and case studies, the ICT officers covered topics like, Business, Information, Application, and Technology Architecture, as well as Enterprise Architecture (EA) tools and techniques that help align Information Technology systems with institutional goals.

The training also covered Project Management for Enterprise Architecture, Digital Service Standards, Governance Frameworks, Change Management, and Stakeholder Engagement, giving these officers a comprehensive view of how to design and implement scalable, interoperable, and citizen-centered digital solutions.

The training helped officers recognize how digital systems within their ministries align with the national digital architecture. Through collaborative exercises, participants applied enterprise architecture principles to design cross-sector solutions, such as integrating agricultural data with finance and trade platforms, demonstrating the practical value of interoperability in government service delivery.

This is an important step toward building an efficient and responsive public service.

The Government Enterprise Architecture Framework developed by the Ministry will serve as a national guide for digital integration, promoting collaboration, reducing duplication, and ensuring that technology investments deliver real value to citizens. Building on this foundation, the ICT officers trained under the programme will continue to receive mentorship and technical support to put their new skills into practice within their ministries. Many have already started applying what they learned, developing integration roadmaps, refining data-sharing systems, and testing digital service templates that connect government platforms and make service delivery more efficient. Through the Sierra Leone Digital Transformation Project (SLDTP), these officers will receive continued guidance and coaching as they lead the process of embedding digital architecture within their institutions and advancing Sierra Leone’s digital governance reform.
