Egypt Strengthens IT Sector with Strategic Dialogue Between President El-Sisi and Global Tech Leaders

President Abdel Fattah El-Sisi met today with CEOs and business leaders from 52 major Egyptian and international companies specializing in outsourcing in communications and information technology, on the sidelines of the Global Outsourcing Summit held on November 9-10, 2025. The meeting was attended by Prime Minister Dr. Mostafa Madbouly and Minister of Communications and Information Technology, Dr. Amr Talaat.

According to Presidential Spokesman Ambassador Mohamed El-Shennawy, President El-Sisi welcomed the leaders, thanking them for their confidence in Egypt’s IT sector. This confidence was demonstrated by the signing of 55 agreements with the Ministry of Communications and Information Technology the previous day, expected to create 75,000 new job opportunities over the next three years. The President emphasized that hosting the global summit highlights international recognition of Egypt’s capabilities and its attractiveness for global IT and outsourcing companies.

President El-Sisi underlined the government’s commitment to developing a national digital strategy aimed at transforming the IT sector from a service-oriented industry into a productive sector contributing to job creation, exports, and economic growth. He stressed the importance of establishing measurable targets, expanding the base of trained professionals, and integrating digital education into the national system, in collaboration with international universities and educational institutions.

During an interactive session, company representatives expressed interest in expanding their investments in Egypt, praising the favorable business climate and state facilitation. President El-Sisi reaffirmed the country’s support for foreign investors and highlighted Egypt’s stability, which he said stems from both governmental measures and the determination of the Egyptian people.

Minister Dr. Amr Talaat addressed the meeting, noting that the IT sector has become Egypt’s fourth strategic sector, alongside industry, agriculture, and tourism. He highlighted outsourcing as a key pillar of Egypt’s strategy to make the IT sector productive and reported that the number of trainees has reached 800,000 annually, up from just 4,000 eight years ago. The government has established 24 Digital Egypt Innovation Centers across all governorates and introduced remote training to reach youth nationwide.

Dr. Talaat also emphasized initiatives like “Digital Pioneers”, directly supervised by President El-Sisi, aiming to train over 10,000 young Egyptians annually with full scholarships. The government is encouraging global IT companies to expand in Egypt through incentives, support for training and hiring, and export rebate schemes. By the end of 2024, 60,000 specialists had joined the workforce, digital outsourcing exports have doubled since 2022, and the sector’s share of GDP has grown from 3.2% in 2018 to 6% in 2025, with annual growth rates of 14–16%. Cairo has also been ranked among the top cities globally for innovation and entrepreneurship, and Egypt has led Africa in fixed internet speed for the fifth consecutive year.

At the conclusion of the meeting, President El-Sisi reaffirmed Egypt’s openness to innovators and investors, emphasizing the state’s determination to remove any obstacles faced by foreign companies operating in the country.
