Djibouti Advances Startup Act to Boost Innovation and Youth Employment

The initiative is part of the broader Djibouti 2035 Vision, which places digital transformation and innovation at the center of national development.

Following the July launch of its Digital Code to organize the national digital ecosystem, Djibouti is taking further steps to foster innovation and attract both local and international talent. On Sunday, November 9, the Minister Delegate in charge of the Digital Economy and Innovation, Mariam Hamadou Ali, presented the “Startup Act Djibouti” bill to the National Assembly. The legislation, designed to support the creation of technology companies and promote youth employment, received a favorable opinion along with proposed amendments for consideration in plenary.

The Startup Act introduces several measures aimed at strengthening the entrepreneurial environment and encouraging investment. It establishes the “Djibouti Startup” label to identify and promote innovative young companies while offering targeted tax and financial incentives. A National Fund of Funds is proposed to boost venture capital and improve access to financing for start-ups, complemented by a simplified customs process for technology firms. The law also envisages a “Startup Visa” to attract international talent and a unified digital platform to provide support and track the progress of all start-ups in the country.

The initiative is part of the broader Djibouti 2035 Vision, which places digital transformation and innovation at the center of national development. It addresses the rapid growth of start-ups in the country while tackling existing challenges related to financing and support. The government aims to position Djibouti as a regional hub for entrepreneurship and to unlock the creative potential of its youth.

Once adopted, implementing decrees will define specific procedures for awarding the label, managing the investment fund, and setting eligibility requirements for the visa. Beyond regulatory measures, the Startup Act is intended to send a clear signal of support for young entrepreneurs and investors, reinforcing Djibouti’s commitment to building a vibrant and innovative digital economy.
