Congo’s ARPCE and Judiciary Strengthen Collaboration on Digital Governance
Through this initiative, ARPCE reaffirmed its commitment to promoting fair regulation, enhancing institutional cooperation, and fostering a secure digital ecosystem that respects fundamental rights and supports economic development in the Congo.
The Agency for Regulation of Posts and Electronic Communications (ARPCE) in the Republic of Congo held the second edition of the Magistrates Open Days on November 7, 2025, in Pointe-Noire. The event focused on strengthening collaboration between the regulation of digital communications and the judiciary, emphasizing the theme “Towards a dynamic collaboration between the regulation of posts and electronic communications and the judicial ecosystem.” The meeting was presided over by ARPCE Director General Louis-Marc Sakala, with Van Epsier Weber Tendy, President of the High Court of Pointe-Noire, also in attendance.
The agenda covered key topics including ARPCE’s mission and functions, the legal and institutional framework for regulated sectors, information system security, data protection, electronic communications operations, and the Allô ARPCE application. Sakala highlighted the importance of synergy between technical and legal expertise for effective digital governance, noting that while digital technologies create significant opportunities, they also introduce risks such as cybercrime, privacy breaches, and online scams.
President Tendy praised the initiative for enhancing the judiciary’s understanding of digital matters, enabling magistrates to apply laws effectively in the evolving digital environment. Magistrates expressed appreciation for the program, which strengthened their legal skills and comprehension of digital issues. Future thematic workshops are planned to address specific challenges identified during the sessions.
