Zambia’s Community Development Ministry Unveils Three Digital Strategies to Boost Service Delivery
The collaboration between MCDSS, Smart Zambia, and development partners marks a significant milestone in Zambia’s path toward modernizing public service delivery through technology.
The Ministry of Community Development and Social Services (MCDSS) in Zambia has launched three key digital strategic documents designed to enhance service delivery through innovation, inclusion, and resilience. The announcement was made on November 12, 2025, as part of the government’s ongoing efforts to strengthen the country’s digital transformation agenda.
The newly introduced frameworks include the Ministerial Digital Strategy, the Business Continuity and Disaster Recovery Guidelines, and the ICT Security Guidelines. Together, they aim to improve operational efficiency, ensure data protection, and enhance the Ministry’s capacity to deliver social protection services more effectively.
The Ministry highlighted that the new guidelines are aligned with national policies such as the 2023 National ICT Policy, the Electronic Government Act No. 41 of 2021, and the National E-Government Plan. These frameworks collectively advance Zambia’s goal of becoming a fully integrated digital economy while promoting transparency and inclusion in public service delivery.
The launch event underscored the importance of maintaining vigilance in cybersecurity and fostering a culture of continuous awareness and training across government systems. The Ministry emphasized that technology now serves as a cornerstone for building efficient, transparent, and inclusive social welfare systems that reach all citizens, particularly the most vulnerable.
The initiative received technical and financial backing from the World Bank and the Smart Zambia Institute, both of which reaffirmed their support for the Ministry’s digital transformation goals.
Smart Zambia National Coordinator, Percy Chinyama, praised the Ministry’s work in serving nearly 70 percent of Zambia’s population and noted that the digitalization of services is critical to ensuring sustainable and equitable access to social protection programs.
