ART Leads Cameroon’s Participation at Global Telecommunication Development Conference

November 17, 2025
2 min read

Through proactive and adaptive regulation, ART aims to influence resolutions that will guide the modernization of the sector in the coming years, under the supervision of the Ministry of Posts and Telecommunications.

The Director General of the Telecommunications Regulatory Agency (ART),  Professor Philémon Zoo Zame, is representing Cameroon at the World Telecommunication Development Conference (WTDC-25) in Baku, Azerbaijan. The event, which runs until 28 November at the Baku Convention Center, brings together influential global leaders to discuss the development and future of digital technology.

Cameroon’s participation highlights the country’s commitment to aligning its telecommunications sector with international best practices. Through proactive and adaptive regulation, ART aims to influence resolutions that will guide the modernization of the sector in the coming years, under the supervision of the Ministry of Posts and Telecommunications.

Key topics addressed at the conference include bridging the digital divide, cybersecurity, digital training, expanding internet access, supporting innovation and SMEs, and advancing digital transformation in agriculture, health, and education. The expected outcomes will improve access to essential services, protect users, promote inclusion of women and youth, and create skilled employment opportunities.

Cameroon’s involvement is part of a broader African effort, with preparatory meetings in Nairobi, Windhoek, and Abidjan contributing to the African Joint Proposals, which form the basis of the continent’s input at the conference. Domestically, fourteen working sessions involving ART, ANTIC, SUP’PTIC, and CAMTEL were conducted to harmonize positions and coordinate participation in plenary sessions and specialized commissions.

The Baku resolutions are anticipated to enhance digital infrastructure, support local innovation, and strengthen skills development, benefiting rural populations, youth, women, and digital entrepreneurs. Through its active engagement, ART reinforces Cameroon’s standing as a credible and influential player in international digital policy discussions.
