Togo and Mozambique Forge Landmark Cybersecurity Partnership to Boost African Digital Resilience

Togo and Mozambique have signed a comprehensive cybersecurity cooperation agreement aimed at strengthening incident response capabilities and digital resilience across Africa. The Memorandum of Understanding (MoU) was formalized during the opening of Mozambique’s inaugural International Cybersecurity Week and establishes a framework for real-time information sharing, joint capacity building, and operational coordination between the two nations’ Computer Security Incident Response Teams (CSIRTs).

The partnership prioritizes practical implementation, focusing on structured exchanges between CSIRTs, coordinated activities, and operational support. It is designed to enhance the technical and operational capacities of both countries while creating a platform for collaborative responses to regional cyber threats.

Strategically, the partnership unites two nations at complementary stages of cybersecurity development. Togo, recognized for its rapid advancement in cybersecurity, and Mozambique, with growing capabilities, each bring valuable experience and strategic priorities to the collaboration. The MoU leverages Togo’s high ranking on the ITU Global Cybersecurity Index and Mozambique’s commitment to strengthening national cybersecurity mechanisms.

Operationally, Togo’s national CERT.tg operator, Cyber Defense Africa (CDA), will facilitate technical cooperation, enabling information sharing, threat intelligence exchanges, and joint incident response exercises. The agreement is expected to produce tangible outcomes such as secure communication channels between CSIRTs, joint training programs, and coordinated action against regional cyber threats.

This partnership represents a significant step toward reinforcing digital security and resilience in Africa, providing a model for regional collaboration and knowledge-sharing in the face of evolving cyber challenges.
