Guinea Boosts Regional Digital Integration Through New ICT Accord with Senegal

Guinea has taken significant steps to accelerate its digital transformation at the Transform Africa Summit (TAS) 2025, where the Ministry of Posts, Telecommunications and the Digital Economy (MPTEN) signed several strategic agreements. Minister Rose Pola Pricemou represented Guinea at the summit and led the formalisation of these partnerships, each designed to strengthen national capacity, enhance regional cooperation, and modernise public digital infrastructure.
The first agreement was concluded with the Republic of Senegal, represented by Alioune Sall, Minister of Communication, Telecommunications and Digital. This partnership aims to deepen cooperation between the two countries within the ICT sector. It focuses on sharing best practices, interconnecting digital infrastructures, and harmonising common digital initiatives, reinforcing the spirit of regional integration and collaboration that TAS promotes.
Another major milestone was the signing of a Memorandum of Understanding between the Smart Africa Alliance Secretariat, MPTEN, and Guinea’s Ministry of Technical Education, Vocational Training, Employment, Higher Education, Research and Innovation. The agreement enables the deployment of the Smart Africa Digital Academy (SADA) in Guinea. Through SADA, Guinea will build a pipeline of homegrown digital talent equipped with advanced skills, in alignment with national institutions such as the Simandou Academy. This initiative is expected to play a central role in nurturing a digitally competent workforce for the future.
In addition, MPTEN entered into an agreement with RealTyme SA to support ongoing efforts to modernise and secure Guinea’s public digital systems. This partnership aims to strengthen the country’s digital governance foundations by improving security, enhancing system efficiency, and ensuring that state digital platforms are robust enough to support national development ambitions.
