Mozambique to Build Local Data Centres and New Regulations for Cloud Adoption
This initiative is accompanied by the drafting of an updated regulatory framework aimed at replacing current legal restrictions and creating conditions that encourage wider deployment of digital solutions.
The Government of Mozambique has reaffirmed its commitment to building the infrastructure and regulatory environment needed to support the adoption of cloud services across the country. Speaking at Millennium bim’s 30th anniversary celebration in Maputo, Minister of Communications and Digital Transformation Américo Muchanga highlighted cloud computing as a critical tool for reducing operational costs, accelerating product development and advancing financial inclusion, particularly for underserved rural populations.
Over the next five years, the government plans to establish domestic data centres capable of securely hosting cloud services for banks and other institutions. This initiative is accompanied by the drafting of an updated regulatory framework aimed at replacing current legal restrictions and creating conditions that encourage wider deployment of digital solutions. The ministry is also encouraging collaboration between banks, fintech innovators and new investors, noting that technologies such as blockchain and digital assets can help streamline payments and improve transparency in financial transactions.
Muchanga underscored that expanding digital services must be matched with strong cybersecurity and data protection measures to safeguard the confidentiality, integrity and availability of information. Strengthening digital infrastructure and governance, he said, is essential to support the country’s broader digital transformation agenda, which seeks to modernize the financial sector while promoting social inclusion and long-term economic growth.
The minister also emphasized that cloud adoption should be viewed as a national priority extending well beyond the financial industry. By improving digital infrastructure and updating regulations, Mozambique aims to enable companies across multiple sectors to enhance efficiency, upgrade their service delivery and contribute to a more dynamic digital economy. The government believes these efforts will stimulate innovation, attract investment and reinforce Mozambique’s position within regional and global digital markets.
