INCM Achieves 87% of 2025 Activity Plan, Boosting Mozambique’s Digital Transformation
The progress highlights substantial advancements across regulation, enforcement, consumer protection, service quality, network expansion, digital inclusion, international presence, internal management modernization, and institutional capacity building.
The Communications Regulatory Authority of Mozambique (INCM) has reported a positive performance in executing its 2025 Activity Plan, achieving approximately 87% completion by November. This represents a significant improvement compared to last year’s execution rate of 61%. The progress highlights substantial advancements across regulation, enforcement, consumer protection, service quality, network expansion, digital inclusion, international presence, internal management modernization, and institutional capacity building.
In the technological domain, INCM has successfully conducted experimental 5G implementations in all provincial capitals, preparing the country for future connectivity demands and aiming for comprehensive national coverage. Looking ahead, the 2026 Activity Plan, pending Board approval and ministerial submission, outlines ambitious priorities designed to promote a more dynamic, innovative, and consumer-oriented communications sector with enhanced coordination among operators.
The strategies for 2026 emphasize regulatory clarity and independence, continuous improvement of consumer services, enhanced accessibility and connectivity, strengthening the security and resilience of telecommunications infrastructure, innovation and technological development, and more efficient institutional management. These initiatives align with the broader goal of fostering a digital, inclusive, and sustainable communications ecosystem.
Government officials have underscored the importance of these efforts. The Secretary of State in Inhambane highlighted that INCM’s planning and execution reinforce the country’s digital transformation agenda, aiming to expand coverage, improve service quality, and reduce digital disparities between urban and rural areas. The provincial Governor praised INCM’s work in expanding coverage and advancing digitalization throughout Inhambane, noting that nearly all localities now have connectivity.
The INCM leadership has called on all stakeholders to demonstrate commitment, efficiency, and focus to successfully implement the Activity Plan, emphasizing that achieving the objectives requires collective responsibility. As part of its corporate social responsibility initiatives, INCM is providing Muela Secondary School in Inhambane with 33 computers, related accessories, internet extension devices, and a fully equipped installation room, enhancing digital inclusion under the Internet in Schools Project.
