Burkina Faso’s Ministry of Digital Transition Reports 78% Activity Completion for 2025
As of November 30, 2025, the Ministry reported an overall physical execution rate of 78.05% and a financial execution rate of 20.04%, achievements attributed to the dedication of sector stakeholders and the support of technical and financial partners.
The Ministry of Digital Transition, Postal, and Electronic Communications (MTDPCE) held its second ordinary session of the Ministerial Sector Administrative Council (CASEM) for 2025 on Monday, December 29, in Ouagadougou. Chaired by Dr. Aminata Zerbo/Sabane, Minister of Digital Transition, Postal, and Electronic Communications, the session brought together statutory members to review the balance of the Department’s activities as of November 30, 2025, and to adopt the Annual Work Plan (PTA) for 2026.
At the opening of the meeting, Minister Zerbo emphasized that despite ongoing security challenges in the country, the Ministry had made significant progress in implementing its priority actions. She highlighted that twelve strategic sites had been identified as the roadmap for Burkina Faso’s digital transformation by 2030. Among the notable achievements, the Minister cited the “Zero White Zone” project, which aims to expand digital inclusion by deploying 3G/4G high-speed networks in 126 previously underserved areas, with work ongoing in 750 additional locations. She also noted the dematerialization of over 60 administrative procedures, 36 of which are already operational.
The Director General of Studies and Sector Statistics, Braïma Barro, presented the 2025 Annual Work Plan balance, reporting that of 134 planned activities, the Ministry successfully deployed the Integrated Mission Circuit (CIM) platform in 197 public structures and the CIMEX platform in 146 structures. Technical approvals in the IT sector totaled 338, and the national fiber optic network was extended to over 11,292 km. The Ministry also maintained RESINA infrastructure, resolving 272 of 277 reported incidents, connected 88 new buildings, installed five new data centers, trained 214 IT personnel, and strengthened the digital skills of 169 young women.
In the postal sector, LA POSTE BF received recognition for its performance, ranking 86th globally, 10th in Africa, and 3rd in West Africa in 2025. The Minister also highlighted the launch of “Zama Tchey,” or citizen’s houses, to promote social inclusion. Looking ahead, the CASEM reviewed and approved the 2026 Annual Work Plan, which includes 156 activities with a budget exceeding 61 billion FCFA. Key initiatives include the mass registration of citizens for the Unique Electronic Identification of the Natural Person, expansion of 270 km of fiber optic, continued mobile network coverage, high-speed connection of 750 white zones, operationalization of mini-data centers, dematerialization of 100 administrative procedures, construction of citizen’s houses, and the strengthening of digital legislation.
Closing the session, Minister Zerbo congratulated all stakeholders for their efforts and reaffirmed the Ministry’s commitment to ensuring equitable access to digital services for all Burkinabe, modernizing postal and digital services, and positioning digital technology as a key driver of national development and sovereignty.
