Starlink Not Launching Direct-to-Consumer Services in Uganda, Clarifies Regulator
The agreement enables Airtel Africa to explore the use of Starlink’s satellite capacity within its network solutions, subject to regulatory approval in each country.
Contrary to recent media interpretations, Starlink will not be launching direct-to-consumer services in Uganda this week, the Uganda Communications Commission (UCC) has clarified. The announcement comes in response to public confusion surrounding a strategic agreement between Airtel Africa and SpaceX, Starlink’s parent company.
The agreement enables Airtel Africa to explore the use of Starlink’s satellite capacity within its network solutions, subject to regulatory approval in each country. However, the UCC emphasized that no authorization has yet been granted for Starlink to operate retail services in Uganda.
Wholesale Satellite Model, Not Retail Service
Under the current plan, any Starlink capacity would operate on a wholesale basis through Airtel Uganda. This means Airtel would continue to maintain the customer relationship, provide support, and adhere to all regulatory requirements, while Starlink functions purely as an infrastructure provider. The arrangement mirrors how operators use fibre, microwave, or subsea links to enhance networks.
The wholesale model ensures regulatory oversight, consumer protection, and sustainable industry growth. It allows the UCC to enforce lawful interception, quality-of-service standards, and data protection measures while providing Ugandan consumers with local customer support and reliable service.
Responsible Innovation and National Policy
The UCC noted that Uganda welcomes satellite technology as essential for extending connectivity to underserved areas. However, satellite deployment must comply with national laws, data governance frameworks, and competition principles, ensuring fair access for licensed operators.
The Commission is currently reviewing the initiative and will maintain open communication with the involved parties to ensure compliance with national policies and strategic objectives.
Conclusion
Uganda continues to support the responsible adoption of emerging technologies like low-Earth-orbit satellites, but any deployment will strictly follow the legal framework. Direct-to-consumer Starlink services will not be available until all regulatory approvals are obtained, ensuring connectivity expansion aligns with national interests.
