The resolutions focus on harmonising wayleave and licensing frameworks, protecting critical digital infrastructure, strengthening cybersecurity coordination, and accelerating the implementation of the Kenya National Digital Master Plan.

The Cabinet Secretary of the Ministry of Information, Communications, and the Digital Economy , H.E. William Kabogo Gitau, and Governor Wisley Rotich, Chair of the ICT and Knowledge Management Committee at the Council of Governors (COG), have signed a set of resolutions with county governments following the ICT Intergovernmental Sector Forum. The move represents a significant step toward deeper coordination between national and county governments in the ICT sector.

The resolutions focus on harmonising wayleave and licensing frameworks, protecting critical digital infrastructure, strengthening cybersecurity coordination, and accelerating the implementation of the Kenya National Digital Master Plan. These initiatives aim to reduce ICT deployment costs, improve service delivery, and support inclusive digital transformation across all 47 counties.

The Kenyan government reaffirmed its commitment to creating a coordinated, secure, and investor-friendly digital ecosystem that delivers tangible value to citizens, businesses, and communities nationwide.

Key officials present at the signing included Principal Secretaries Eng. John Tanui (ICT and Digital Economy) and Mr. Michael Lenasalon (Devolution), Kisumu Deputy Governor Dr. Mathew Ochieng Owili, IGRTC Chairman CPA Kithinji Kiragu, Hon. Kizito Wangalwa (Director of Committees and Programmes at COG), and Mr. Jonam Kinama (Secretary Administration, State Department for ICT and Digital Economy).
