Cameroon Strengthens Digital Transformation with University and ART Partnership
This collaboration aims to strengthen ART’s internal capabilities, support applied research, and help anticipate technological shifts shaping the telecommunications sector.
On February 9, 2026, the University of Yaoundé II and the Telecommunications Regulatory Agency (ART) formalized a strategic partnership during a ceremony held at the university’s proceedings room in Soa. The event was chaired by the Rector, Prof. Richard Laurent Omgba, and the Director General of ART, Prof. Philémon Zoo Zame, and attended by senior academic figures, ART officials, and students. The agreement, the result of four years of negotiations, coincided with the Scientific Days of the University, highlighting its symbolic and strategic significance.
A key feature of the partnership is the creation of an Academic Chair in Digital Governance, designed to structure research and training around the challenges of digital transformation. The initiative will provide financial support, facilitate doctoral studies and advanced training for ART staff, and enable the Agency to actively participate in the Chair’s scientific activities. This collaboration aims to strengthen ART’s internal capabilities, support applied research, and help anticipate technological shifts shaping the telecommunications sector.
According to the Rector, the partnership establishes a permanent framework for dialogue between academia and the professional sector. A scientific steering committee, composed of academics, regulators, and independent experts, will ensure transparency and relevance while preserving academic freedom. Aligned with Cameroon’s National Development Strategy (SND30) and the Digital Transformation Acceleration Project (PATNUC), the Chair is expected to drive structural transformation, unlock social and economic potential through digital technologies, and reinforce ART’s role as a forward-looking regulator. The agreement lays the groundwork for a model of cooperation that integrates academic knowledge with institutional expertise to build inclusive digital governance for a sovereign and emerging Cameroon.
