Senegal Charts Milestones for 2026 Digital Development under PAENS Initiative
The discussions reinforced Senegal’s commitment to leveraging digital technology as a tool for national sovereignty and accelerated development, with both parties expressing satisfaction over the constructive exchanges and strategic alignment achieved.
During a recent review of the World Bank’s portfolio in Senegal, the Minister of Digital Affairs met with Mr. Ousmane Diagana, Vice President for West and Central Africa, who is touring the country with his teams. The meeting, held on February 12, focused on presenting Senegal’s integrated digital vision and the key pillars of the technological New Deal guiding the nation’s digital transformation.
Central to the discussions was the PAENS Project, which has undergone detailed structuring in recent months to align fully with Senegal’s National Agenda for Transformation. As a result, the project now incorporates major initiatives, including the deployment of the Integrated Financial Management and Information System (SIGIF), strengthening national cybersecurity capabilities, implementing a sovereign Government Cloud, and developing priority use cases in artificial intelligence (AI).
The meeting also provided an opportunity to update the World Bank on progress and establish concrete milestones for the first half of 2026. These include the launch of a call for tenders to connect white areas, particularly in the groundnut basin and lower Casamance, the start of work on the accounting module deployment, and the rollout of the electronic patient record funded under the PAENS Project.
