Central African Republic Fully Digitizes Ministry with Launch of Dûnîa Platform

The platform strengthens state capacity, enhances transparency and accountability, and lays the foundation for evidence-based policymaking.

A major milestone has been recorded in the modernization of the Central African Republic’s public administration with the official launch of the Dûnîa digital platform, marking the first time an entire ministry has been fully digitized — both internally and in its collaboration with external partners.

Developed on behalf of the Ministry of Economy, Planning and International Cooperation (MEPCI), the platform represents a structural shift in how economic policy, development planning and international partnerships are governed. The launch ceremony took place on February 23, 2026, under the patronage of President Faustin Archange Touadera and aligns with the country’s National Development Plan (NDP 2024–2028).

The Minister of Economy, Planning and International Cooperation described Dûnîa as an integrated, modular and scalable digital platform that maps all of the ministry’s administrative, operational and strategic processes. He positioned it as a strategic lever for development and digitalization, and a key component of the Ambition28 programme.

The platform automates all human resources and budget management processes within the ministry. Document management is now fully electronic, project management is digitally centralized, macroeconomic analyses are data-driven, and international funding flows are transparently tracked. Built on an open-source microservices architecture, the system offers 99.8% availability, encrypted data structures and API interoperability.

Digitalization is expected to deliver measurable efficiency gains. Administrative processing times could be reduced by up to 70%, while approximately 40% of human resources may be redeployed to higher value-added tasks. Recurring administrative costs could decline by up to 30%. All processes will become fully digitally traceable, reducing corruption risks and ensuring automated reporting in line with international standards.

A central project register has been introduced to consolidate all governmental, international and humanitarian initiatives into a single database for the first time. This unified system reduces information gaps, prevents duplication of structures and enhances the effective utilization of development funding.

The Dûnîa platform directly supports implementation of the National Development Plan 2024–2028, under which more than $9 billion was mobilized during the International Investors Roundtable held in Casablanca in September 2025. By digitally coordinating projects and reducing overlaps, potential savings of 15 to 20 percent could be realized. The system is also designed to accelerate fund disbursement, improve impact assessments and address territorial imbalances, positioning digitalization as a core instrument of development management.

Development and implementation of the platform were carried out in partnership with local technology company EDEN TiiiT, led by Cédric PIDJOU, who pre-financed earlier phases of the project.

Officials say the initiative underscores the growing role of the local private sector in the country’s digital transformation and sends a strong signal to international partners and investors. With Dûnîa, the Central African Republic is positioning itself as a pioneer in digital administrative modernization and advancing a model of digital sovereignty.

Beyond a technological upgrade, the digitalization of the ministry represents a strategic pillar for sustainable growth, institutional stability and stronger international partnerships.

The name Dûnîa — meaning “the world, the universe, a place with an infinite number of solutions” in Sango — reflects the country’s ambition to open itself to the world, reposition among nations with strong digital potential and accelerate economic growth through innovative solutions.
