DRC Launches Data Protection Officers Network to Strengthen Digital Governance

The Ministère de l’Économie Numérique – RDC has launched a Data Protection Officers (DPO) Network in Kinshasa, marking a significant step in strengthening digital governance in the Democratic Republic of the Congo. The initiative aims to build professional capacity and promote best practices in personal data protection as the country continues to expand its digital economy.
Speaking at the launch, Minister Augustin Kibassa Maliba described the network as a key move toward fostering a strong culture of data protection. He also acknowledged the contributions of ecosystem partners such as RUDI International and Droit-Numérique.cd for their role in advancing digital rights and governance.
The initiative comes as data becomes increasingly central to innovation, governance, and economic growth. Authorities highlighted that while data presents new opportunities, it also raises critical responsibilities around privacy, dignity, and security. To address these concerns, the government introduced a legal framework in 2023 through Ordinance-Law No. 23/010, also known as the Digital Code, which establishes principles such as lawful data processing, transparency, data minimization, and system security.
Within this framework, Data Protection Officers are expected to play a pivotal role by ensuring compliance with regulations, safeguarding information systems, and protecting citizens’ rights. The government emphasized that effective implementation of these laws depends on building strong technical expertise and responsible professional practices, making training and capacity development a top priority.
Beyond institutional responsibilities, the initiative also underscores the importance of public awareness. In an increasingly connected environment, citizens are encouraged to better understand the value of their personal data and the risks associated with digital exposure.
The DPO Network forms part of a broader national effort to strengthen data governance, aligned with the country’s National Data Governance Strategy and plans to establish a dedicated Data Protection Authority. It also supports the DRC’s international commitments, including the Malabo Convention on Cybersecurity and Data Protection, which promotes stronger data protection and cybersecurity frameworks across Africa.
By advancing this initiative, the government aims to build a trusted digital ecosystem that enhances regulatory compliance, attracts investment, and supports the growth of a secure and innovation-driven data economy in the country.
