Algeria Launches Tender for Two NGSO Satellite Telecom Licences
The initiative aims to expand advanced satellite-based communication infrastructure by enabling operators to deploy NGSO satellite networks, which are known for their ability to provide high-speed, low-latency connectivity over wide geographic areas.
The Regulatory Authority of Post and Electronic Communications (ARPCE) has officially launched Competitive Tender No. 01/2026 for the award of two licences to establish and operate public electronic communications networks using Non-Geostationary Orbit (NGSO) satellite systems, along with the provision of related services.
This tender is issued in accordance with Algeria’s legal and regulatory framework, including Law No. 18-04 of 10 May 2018 governing post and electronic communications, Executive Decree No. 01-124 of 9 May 2001 outlining procedures for granting telecommunications licences through competitive bidding, and the Order dated 06 April 2026, which formally approved the launch of this tender process.

The call for tenders is open to two categories of applicants: existing holders of licences to operate public satellite communication networks of the VSAT type in Algeria, and electronic communications operators that own NGSO satellite constellations with global coverage.
Interested parties can obtain the official Tender Dossier from ARPCE’s headquarters located at 1 Rue Kaddour Rahim, Hussein Dey, Algiers, between 09 and 19 April 2026, during working hours from 08:00 to 17:00. The dossier may be collected either in person or through an authorized representative.
To access the tender documents, applicants must provide proof of payment of a non-refundable fee of one million Algerian dinars (DZD 1,000,000), transferred to ARPCE’s account at CPA Bank, Hussein Dey branch. Additionally, a formal mandate must be submitted, clearly identifying the individual authorized to collect the dossier and the designated contact person for all official communications from ARPCE.
Through this competitive process, ARPCE seeks to attract qualified operators capable of deploying next-generation satellite communication systems, reinforcing Algeria’s position in the evolving global telecommunications landscape.
