Mozambique Takes Major Step Toward Nationwide Connectivity with Roaming Pilot
The initiative aims to eliminate network “coverage gaps” and expand connectivity to more citizens across the country.
The Autoridade Reguladora das Comunicações (INCM) has announced the launch of the pilot phase of national roaming services in April 2026, marking a key step in implementing the National Roaming Regulation (Decree No. 12/2025 of March 19).
The initiative aims to eliminate network “coverage gaps” and expand connectivity to more citizens across the country. Under the scheme, subscribers of any of the three major operators—Tmcel, Vodacom, and Movitel—will be able to access the infrastructure of other networks in areas where their primary provider has limited or no coverage.
The pilot phase, which will run until May 15, covers voice and SMS services in selected locations, including Quissico Sede in Inhambane Province; Ntemangau and Cachembe Sede in Tete Province; Muirrua in Zambezia; Nacala-a-Velha Sede in Nampula; and Chissimbire in Niassa.
During this period, INCM and the participating operators will focus on technical monitoring, service quality assurance, and network interoperability to ensure readiness for subsequent rollout phases.
The regulator described the initiative as a major step toward building a more connected and digitally inclusive Mozambique.
