Kenya Opens Public Consultation on Draft Guidelines for Telecom Cable Installation (2026)

The move is aimed at improving standards, enhancing coordination in infrastructure deployment, and ensuring the reliability and safety of cable-based telecommunications networks.

The Communications Authority of Kenya (CA)  has issued a public notice inviting stakeholders and members of the public to participate in consultations on proposed draft Technical and Procedural Guidelines for the installation and maintenance of cable telecommunications infrastructure, 2026.

The Authority stated that the draft guidelines are intended to provide a structured framework for the installation of telecommunication cables across the country. The move is aimed at improving standards, enhancing coordination in infrastructure deployment, and ensuring the reliability and safety of cable-based telecommunications networks.

According to the notice, the Communications Authority of Kenya, which regulates the ICT sector in the country, continues to develop legal and regulatory frameworks that promote innovation, competition, and improved service delivery across telecommunications, broadcasting, e-commerce, cyber security, and postal and courier services. It also oversees numbering and frequency spectrum resources, manages the Universal Service Fund (USF), and safeguards consumer interests in ICT services.

The Authority has invited industry players and other stakeholders in the ICT sector to submit their views and representations on the proposed guidelines via email by May 20th, 2026.

The consultation process forms part of the regulator’s broader mandate to ensure that Kenya’s ICT infrastructure evolves in line with technological advancements while maintaining efficiency, safety, and quality of service standards.
